It is no longer a news that on the 2nd April 2015, the Independent National Electoral Commission (INEC) issued a circular signed by the Secretary of the Commission from Abuja giving an express directive of the commission that the Houses of Assembly and Governorship Elections should be conducted with Card Reader ONLY. The circular went on to warn that, should they be any issue with any Card Reader, election in such Polling Unit should be postponed to the next day when another functional Card Reader would have been provided. In any case, the commission guaranteed that they have made sure all Card Reader work else the directive must be followed to the letter.


 INEC is the statutory agency mandated by the constitution of the Federal Republic of Nigeria to conduct elections and in doing so, it is empowered to design a workable system it deems fit to conduct the election.
Going by its constitutional mandate, former INEC National Chairman, Prof Attahiru Jega introduced the use of Card Reader to authentic Voters before voting in the 2015 General Elections.

Unknown to electoral fraudsters, such as the PDP in Akwa Ibom State and even the highly compromised INEC State Resident Electoral Commissioner in Akwa Ibom State, Barr Austin Okojie did not know that the Card Reader has a FRAUD DETECTION CAPABILITY.


The striking feature built into the Card Reader was the ability to capture and record in its internal memory, the number of Validated Voters and the number of Invalidated Voters.

Let me explain further:
Validated Voters are those voters who have been successfully authenticated( i.e their Fingerprints read) during accreditation whereas Invalidated Voters are those whom the Card Reader cannot read their Fingerprints.
How does the Card Reader manage the numbers?

When a voter is successfully validated, the Card Reader will record, VALID and assigned incremental numeric number. When the fingerprint of a voter is not successfully read, the Card Reader records INVALID and assigned another incremental numeric number. Finally, the Card Reader will sum up the Number of VALID VOTERS with the number of INVALID VOTERS and arrive at the TOTAL Number of ACCREDITED VOTERS for the Polling Unit and that SUM is stored in its memory while same is being transferred to the INEC Central Server, Abuja.
What happens if INCIDENCE FORM was used?

Without attempting to preempt the outcome of argument that will ensue when Umana Okon Umana's Legal Team will argue (cross-examine) the fraudulent content(INCIDENCE FORM) conveyed by Akwa Ibom INEC Staff, Mr Obinna Ajoyu to the court, let me give us a tip as to how the Card Reader will counter the Fraud and expose the crooks that brought them.

What the PDP and INEC in Akwa Ibom did was after the election day, they assembled people to fill incidence forms to match the number of RESULT DECLARED for a Polling Unit without taking into consideration the fact that Card Reader had transmitted the sum of Valid Voters + Invalid Voters to INEC Central Server, Abuja. The APC had obtained a Certified True Copy(CTC) of the Accredited Voters Register from INEC Abuja.

ANALOGY:
For instance, one LGA recorded [Valid Voters + Invalid Voters ] = 23,000
Whereas PDP, having known the TOTAL NUMBER OF REGISTERED VOTERS in the LGA is 45,000, declared 43,700 Total Vote Cast and made sure Incidence Forms are filled to complete 43,700
The mere FACT that APC has submitted as evidence the authentic [VALID VOTERS + INVALID VOTERS ] and had been using same to prosecute it case, is enough to tell us the outcome of the argument when the times comes.

Once the PDP begin bringing the Incidence Form, the APC Lawyers will bring up the EXHIBIT of Accredited Voters Register which of course is what they have been using to prove to the court that most Udom Emmanuel witnesses never voted. The reason most of their names are usually not found in that REGISTER.

I bet you, the APC is winning this case.
