UDOM EMMANUEL AND UMANA OKON UMANA It is no longer a news that on the 2nd April 2015, the Independent National Electoral Commission (INEC) issued a circular signed by the Secretary of the Commission from Abuja giving an express directive of the commission that the Houses of Assembly and Governorship Elections should be conducted with Card Reader ONLY. The circular went on to warn that, should they be any issue with any Card Reader, election in such Polling Unit should be postponed to the next day when another functional Card Reader would have been provided. In any case, the commission guaranteed that they have made sure all Card Reader work else the directive must be followed to the letter.
